Open Call for Innovative Solutions
Advancing Clean and Resilient Oceans
Flotilla Foundation invites expressions of interest for innovative projects that develop new technologies, governance approaches or incentive models to address the interconnected challenges of pollution and ocean resilience. We are seeking proof-of-concept initiatives that explore novel approaches to prevent pollution at its source and strengthen the ocean’s ability to adapt to a changing climate.
Deadlines: Applications are accepted on a rolling basis, with review beginning after two annual cutoff dates:
- 1st March
- 1st September
We welcome applications from NGOs, think tanks and research institutions whose work aligns with one or both of the following goals:
Goal 1: Ending Pollution in Waterways
We aim to support initiatives that stop pollution before it reaches rivers and seas, tackling root causes in sectors such as agriculture, healthcare, petrochemicals and wastewater management.
Projects might explore:
- Circular or reuse-based models that eliminate waste and harmful materials
- Regenerative and agroecological approaches that reduce chemical inputs to land and water
- New designs or innovations in wastewater and sewage systems that prevent untreated outflows
- Systemic shifts that change incentives and behaviours to “turn off the tap” on pollution
We are particularly interested in upstream, scalable solutions that reshape how materials, products and waste are designed and managed.
Goal 2: Strengthening Ocean Resilience
We also invite ideas that help the ocean thrive as a natural climate buffer, supporting biodiversity, ecosystems and the communities that depend on them.
This could include:
- Technologies or models that improve the protection, monitoring or enforcement of marine areas
- Scalable restoration of coastal or blue carbon habitats
- Innovative blue-economy models linking community wellbeing with conservation outcomes
- Approaches that address unsustainable “false solutions” in offshore industries
What We Are Looking For
We seek innovative, practical and testable solutions with the potential to create meaningful change. This open call prioritises proof-of-concept initiatives, pilot projects and early-stage innovations that demonstrate new approaches to preventing pollution and strengthening ocean resilience.
Successful proposals should:
- Show clear potential to test or demonstrate a novel idea in a real-world context
- Illustrate how the pilot or proof-of-concept could be scaled or adapted for broader impact
- Reflect a strong understanding of the problem and its system drivers
Funding & Scope:
- Grants of up to EUR 30,000 are available
- Projects should be for 1‑Year maximum

Yes. Projects that span both pollution prevention and ocean resilience are encouraged, as long as they clearly demonstrate a pathway to measurable impact.
4. Are there geographic restrictions?
There are no geographic restrictions, however projects should demonstrate the innovations scalability to other regions or oceans.
5. What kind of support is provided?
Selected projects may receive financial support. The open call focuses on initiatives that can be piloted or tested in real-world contexts.
6. What is the application process?
Submit an Expression of Interest (EOI) via our portal [link]. Shortlisted applicants may be invited to provide full proposals for consideration. Applications will only be reviewed after the relevant deadline and those who are invited to write a full proposal will hear from us within 3-4 weeks of this deadline.
7. How will applications be evaluated?
Projects are assessed on:
- Innovation & novelty
- Proof-of-concept feasibility
- Scalability / potential impact
- Alignment with Flotilla Foundation goals
8. Can funding cover operational costs?
Funding generally supports project activities, staff time, pilot testing or demonstration of innovative approaches. Applicants should detail how funds will be used to test or demonstrate their concept.
9. What is the timeline for this open call?
Applications are accepted on a rolling basis with deadlines 1st March and 1st September each year. Shortlisted projects will be notified 3-4 weeks after their relevant deadline. Shortlisted applicants invited to submit full proposals will be notified of the timeline for the remaining stages of the approval process.
10. What happens if my application is not shortlisted?
Applicants who are successful will hear from us. Due to the volume of applications we receive, we are unfortunately unable to provide detailed individual feedback in most cases.
11. Can I resubmit a project if it was unsuccessful in a previous round?
Yes. Applicants are welcome to resubmit projects in future rounds. However, if a proposal was not shortlisted previously, it is unlikely to be selected in subsequent rounds unless it has been substantially revised or strengthened.
