Advanc­ing Clean and Resilient Oceans

Flotil­la Foun­da­tion invites expres­sions of inter­est for inno­v­a­tive projects that devel­op new tech­nolo­gies, gov­er­nance approach­es or incen­tive mod­els to address the inter­con­nect­ed chal­lenges of pol­lu­tion and ocean resilience. We are seek­ing proof-of-con­cept ini­tia­tives that explore nov­el approach­es to pre­vent pol­lu­tion at its source and strength­en the ocean’s abil­i­ty to adapt to a chang­ing climate.

Dead­lines: Appli­ca­tions are accept­ed on a rolling basis, with review begin­ning after two annu­al cut­off dates: 

  • 1st March
  • 1st Sep­tem­ber

We wel­come appli­ca­tions from NGOs, think tanks and research insti­tu­tions whose work aligns with one or both of the fol­low­ing goals:

Goal 1: End­ing Pol­lu­tion in Waterways

We aim to sup­port ini­tia­tives that stop pol­lu­tion before it reach­es rivers and seas, tack­ling root caus­es in sec­tors such as agri­cul­ture, health­care, petro­chem­i­cals and waste­water management.

Projects might explore:

  • Cir­cu­lar or reuse-based mod­els that elim­i­nate waste and harm­ful materials
  • Regen­er­a­tive and agroe­co­log­i­cal approach­es that reduce chem­i­cal inputs to land and water
  • New designs or inno­va­tions in waste­water and sewage sys­tems that pre­vent untreat­ed outflows
  • Sys­temic shifts that change incen­tives and behav­iours to turn off the tap” on pollution

We are par­tic­u­lar­ly inter­est­ed in upstream, scal­able solu­tions that reshape how mate­ri­als, prod­ucts and waste are designed and managed.

Goal 2: Strength­en­ing Ocean Resilience

We also invite ideas that help the ocean thrive as a nat­ur­al cli­mate buffer, sup­port­ing bio­di­ver­si­ty, ecosys­tems and the com­mu­ni­ties that depend on them.

This could include:

  • Tech­nolo­gies or mod­els that improve the pro­tec­tion, mon­i­tor­ing or enforce­ment of marine areas
  • Scal­able restora­tion of coastal or blue car­bon habitats
  • Inno­v­a­tive blue-econ­o­my mod­els link­ing com­mu­ni­ty well­be­ing with con­ser­va­tion outcomes
  • Approach­es that address unsus­tain­able false solu­tions” in off­shore industries

What We Are Look­ing For

We seek inno­v­a­tive, prac­ti­cal and testable solu­tions with the poten­tial to cre­ate mean­ing­ful change. This open call pri­ori­tis­es proof-of-con­cept ini­tia­tives, pilot projects and ear­ly-stage inno­va­tions that demon­strate new approach­es to pre­vent­ing pol­lu­tion and strength­en­ing ocean resilience.

Suc­cess­ful pro­pos­als should:

  • Show clear poten­tial to test or demon­strate a nov­el idea in a real-world context
  • Illus­trate how the pilot or proof-of-con­cept could be scaled or adapt­ed for broad­er impact
  • Reflect a strong under­stand­ing of the prob­lem and its sys­tem drivers

Fund­ing & Scope:

  • Grants of up to EUR 30,000 are available
  • Projects should be for 1‑Year maximum

We welcome applications from NGOs and research institutions. Projects can be led by single organizations or partnerships across sectors.

Proof-of-concept projects, pilot initiatives, and early-stage innovations that address:

  • Blue-economy innovations that integrate community wellbeing and conservation

3. Can projects address both goals?

Yes. Projects that span both pollution prevention and ocean resilience are encouraged, as long as they clearly demonstrate a pathway to measurable impact.

4. Are there geographic restrictions?

There are no geographic restrictions, however projects should demonstrate the innovations scalability to other regions or oceans.

5. What kind of support is provided?

Selected projects may receive financial support. The open call focuses on initiatives that can be piloted or tested in real-world contexts.

6. What is the application process?

Submit an Expression of Interest (EOI) via our portal [link]. Shortlisted applicants may be invited to provide full proposals for consideration. Applications will only be reviewed after the relevant deadline and those who are invited to write a full proposal will hear from us within 3-4 weeks of this deadline.

7. How will applications be evaluated?

Projects are assessed on:

  • Innovation & novelty
  • Proof-of-concept feasibility
  • Scalability / potential impact
  • Alignment with Flotilla Foundation goals
8. Can funding cover operational costs?

Funding generally supports project activities, staff time, pilot testing or demonstration of innovative approaches. Applicants should detail how funds will be used to test or demonstrate their concept.

9. What is the timeline for this open call?

Applications are accepted on a rolling basis with deadlines 1st March and 1st September each year. Shortlisted projects will be notified 3-4 weeks after their relevant deadline. Shortlisted applicants invited to submit full proposals will be notified of the timeline for the remaining stages of the approval process.

10. What happens if my application is not shortlisted?

Applicants who are successful will hear from us. Due to the volume of applications we receive, we are unfortunately unable to provide detailed individual feedback in most cases.

11. Can I resubmit a project if it was unsuccessful in a previous round?

Yes. Applicants are welcome to resubmit projects in future rounds. However, if a proposal was not shortlisted previously, it is unlikely to be selected in subsequent rounds unless it has been substantially revised or strengthened.
